Bio

Caroline Waters was born in Penuelas, Puerto Rico and moved with her family to the United States at the age of 4.  She grew up in Camden and after graduating from Woodrow Wilson High School, she attended and graduated with a Psychology degree from Rutgers University-Camden Campus.   

An alumnus of the EOF program at Rutgers Camden, Caroline Waters has worked for the EOF program at Rutgers Camden for over 33 years.  During that time, she has focused her attention on forming a smooth transfer process for transfer students, continuing a support group for incoming freshmen females, and facilitating a parent support process to engage parents in the college experience with their first-year students.  Caroline is now developing support programs to address the mental health challenges that affect student success. Caroline Waters holds two master’s degrees, in Public Administration and Social Work.  And she recently obtained the License in Social Work (LSW).  She will be a Doctorate in Social Work student beginning in Fall 2025. 

Caroline serves on multiple committees both on campus and in higher education spaces.  She is also involved in various community organizations working to improve college access to first generation college students and those living in urban areas.

Caroline Waters is an active partner at her church, Victory In Christ Christian Center where she is an Elder. She has served in many capacities at her church including the Board where she helps to manage the church budget. She currently takes classes in the Bible Training Center (BTC) and she graduated from Victorious Women of Victory 1, Victorious Women of Victory 2 and served as a mentor in Victorious Women of Victory Titus 2 .  Caroline Waters is a founding partner of Victory In Christ Christian Center.

Caroline Waters met her husband, Marcus Waters, in 1997. They married in June 1998.  They have two amazing sons, Isaiah 21 and Noah 15.  Both have a passion for working with married couples and making a difference in the lives of people both in their church and in their community.
