Middlesex-Somerset-Hunterdon HIV/AIDS Health Services Planning Council

All HIV Services Planning Councils were established by the former Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 (amended in 1996 and 2000);and are now governed by the Ryan White HIV/AIDS Treatment Extension Act of 2009. The principle objective of the Ryan White HIV/AIDS Treatment Extension Act of 2009 is to establish and fund care and treatment services for people living with and affected by HIV/AIDS (PLWHA) who would otherwise have little or no access to health care.

The Ryan White HIV/AIDS Treatment Extension Act of 2009 designates counties of Middlesex, Somerset and Hunterdon as a Transitional Grant Area (TGA) for the planning and disbursement of funds to meet the HIV service needs in this TGA. The Chief Elected Official for the TGA, Middlesex County, identified the Middlesex County Department of Human Services as the Administrative Agency responsible for the disbursement of funds.

The Ryan White Treatment Extension Act of 2009 has five components.:

Part A: Emergency assistance to TGA's.
Part B: Assistance to states and programs such as the AIDS Drug Assistance Program (ADAP).
Part C: Funding for early intervention serivces (EIS).
Part D: Support services for women, infants, children and youth.
Part E: Funding for the Dental Reimbursement Programs, AIDS Education and Training Centers(AETC), and Special Programs of National Significance (SPNS).

The Ryan White Treatment Extension Act of 2009 is administered by the Health Resources and Service Administration's (HRSA) HIV/AIDS Bureau (HAB) located in the U.S. Department of Health and Human Services. HRSA/HAB provides funded programs with ongoing policy guidance (including Guiding Principles to address evolving challenges in HIV care) and technical assistance to enhance their operations.
